Chief Executives on Governance

Following on from ACEVO’s influential Governance Inquiry of 2003, Rethinking Governance, in early 2007 ACEVO invited Sir Rodney Brooke, Chair of the General Social Care Council, to chair a Commission of Inquiry to answer the following questions: 

  • Is third sector governance ‘fit for purpose’ in the 21st century?
  • To what extent is the current regulatory framework helping or hindering third sector organisations in improving their governance?
  • What drivers or initiatives would support chief executives in reforming the areas of governance in which there has been no progress?

The report answers these questions with a detailed presentation of findings based on a broad survey of opinions from chief executives. Views have been sought from board members, chairs, leading figures in the public sector and experts on governance. 

The report includes 12 major case studies of governance reform in the U.K as well as five case studies of governance in operation in the international sphere. 

The recommendations of the report draw on this varied body of evidence and are aimed at chief executives and chairs, as well as to regulators and the sector in general.

Set in the context of a new trustee's introduction to an organisation and its board, this book is a guide to the smooth running of all the work of a board, following through its cycles and processes.

Essential Guide to Recruiting a Chief Executive, Chair and Trustee

The success of any organisation depends to a great extent on the Chief Executive and Chair and this is certainly the case in the voluntary sector. Individual trustees also play an important role, not least because is usually the board of Trustees which appoints the Chair and Chief Executive when the time comes. 

While the voluntary sector is fortunate to have many able and experienced trustees, few will have been involved in recruiting and appointing a Chief Executive in this context. Recruitment processes vary widely. In the commercial sector the recruitment decision often rests with one person and process may be carried out in virtual secrecy. In the public sector it can be a very lengthy process, involving the participation of many stakeholders and using complex interview / selection protocols developed over many years to suit a special culture. Neither of these models is necessarily appropriate in the voluntary sector.

The purpose of this article then is to provide a basic guide for voluntary organisations in recruiting a Chief Executive, Chair or a Trustee.

The Code of Good Governance

The Code is intended to be concise, user friendly, and universally applicable. To ensure the Code reaches the smallest organisations, an introduction to the principles of good governance for community groups has been developed to complement the Code.

ACEVO, the Charity Commission, CTN, ICSA, and NCVO formed a coalition to develop the code, which is supported by the sector’s National Governance Hub. They undertook significant discussion and consultation among their membership. The coalition responsible for the Code will seek feedback from users in the first 18 months after its dissemination.
