policy: The commission on personalisation
Overview of the Commission
ACEVO has brought together a commission of experts to look at the personalisation of public services and to report to ministers in autumn 2010. The Commission on Personalisation is looking at the various reforms underway to personalise services (e.g. through individual budgets), what the third sector's contribution could be, what the implications are for the sector, and what can be done to support the sector to seize the opportunities and address the challenges associated with personalisation. The Commission, chaired by Matthew Pike, contains a number of ACEVO members in addition to senior officials from the Cabinet Office and Department of Health, representatives from think tanks (Demos and Policy Exchange), and Dame Denise Platt.

The Commission's output so far
At the start of the group's work, Matthew Pike, Chair of the Commission, outlined the issues facing the Commission in the Guardian. You can read the story here.
Since then, the Commission produced a detailed briefing, offering a comprehensive overview of the current state of play within the personalisation landscape and personalised funding methods in use.
Making it Personal: A Social Market Revolution
The Commission has now produced an interim report which suggests ways in which personalisation, already widespread, can be successfully rolled out across the whole spectrum of public service delivery, including welfare to work, benefits reform and support for ex-offenders. The Commission is clear that personalisation will transform the way public services are delivered, "creating a series of new social markets where people can choose from an increasing range of providers". It also sees major scope for an extension of self-help and mutual aid.

The Commission is now looking to build on the recommendations in the interim report, producing a final report that will be delivered to the Cabinet Office in Autumn 2010. A number of working groups have been set up to look at a range of issues in more detail. If you would like to participate in these consultations or have any queries about the work of the Commission please contact Amy Richards.
