POLICY: PURNELL WELCOMES ACEVO/DWP THIRD SECTOR TASKFORCE REPORT

James Purnell, Secretary of State for Work and Pensions, today launched the ACEVO/DWP Third Sector Taskforce report into the third sector's role in welfare to work reform. David Freud, Government adviser and Vice Chair of the Taskforce, was also interviewed on the Today Programme about the report.

The report calls for the creation of a Social Investment Bank from unclaimed assets or 'dormant accounts'. It says that should the unclaimed assets made available by the recent Dormant Accounts Act take a long time to come on stream, Government should find monies from elsewhere to kickstart the bank. The taskforce report also makes a variety of recommendations on capacity-building the third sector, and on improving relationships between prime contractors and subcontractors in welfare to work delivery, such as strengthening the Code of Conduct.

The taskforce was commissioned by James Purnell in summer 2008, with a remit "to explore the potential role for the third sector in welfare to work reform and make recommendations as to how that potential could be engaged."

The taskforce received written and oral evidence from just under 50 organisations, and surveyed a further 430.
