The Commission on Personalisation was set up to explore ways to make the personalisation of public services work for third sector organisations, policy-makers, practitioners and, above all, citizens, across a wide range of delivery areas.
The crucial steps, outlined in this interim report, are to forge a new social contract between citizen and
state – devolving power and responsibility to people, and greater trust and latitude to front-line
professionals – and to create new social markets that allow better outcomes and services to drive out
