Ruth Marks

Ruth joined Wales Council for Voluntary Action (WCVA) as chief executive in January 2015. WCVA is the national membership organisation for the third sector in Wales.

During 2014 on behalf of the Welsh Government’s Health Minister, Ruth led an independent review into Healthcare Inspectorate Wales to consider reforms and potential legislative developments. Prior to this Ruth was director of care and development for Reach, part of the Seren (now Pobl) Housing Group.

Previously Ruth was the Older People's Commissioner for Wales. This post was a world first and Ruth successfully established this public body from scratch. Key achievements included a statutory review into older people's care in hospital Dignified Care?

Earlier appointments include: director of RNIB Cymru, chief executive of Chwarae Teg, deputy director of Business in the Community Cymru, and training officer with WCVA.

Ruth is a lifelong volunteer, has significant trustee experience gained from many charities and voluntary organisations and regularly contributes to committees, inquiries and programmes of work to promote volunteering and the third sector.
