Choice and Voice: The Unique Role of the Third Sector

This paper set out the debate on public service reform and how the third sector was ideally placed to take advantage of any change. Rather than a prescriptive set of recommendations, the paper explored a variety of ways in which the third sector could be supported to deliver public services.
These ranged from an increase in community hospitals to serve rural or isolated communities, to Job Centre Plus being split into separate provision and purchasing divisions and increased support for community enterprises.
